Process consultation (Schein, 1998) emphasizes that the client does not always actually know the problem, or the source of the problem- and sometimes in the course of consultation, may reveal a different goal for the intervention/consultation than originally planned (perhaps an argument for data gained via interview- qualitative data). In total, it would be difficult at the outset to say organization A has problem B- most likely, that would not be clear until well into the consultation, as data is gathered and issues are worked on jointly.
